This photo is one taken at DFP a few years ago. The belt is one of only a few female belts made with a removable secondary shield. You can (with key) take the shield off without unlocking the main shield.
In a video taped workshop Bill Jones says:
"The extra lock for the secondary shield created too much of a bulk underneath clothing, so the design was altered and the shield extended to reach up under the main lock."
